About the Project

BILAT-UKR*AINA aims to provide a framework to foster cooperation in Research, Technological Development and Innovation(RTDI) between the European Union (EU) and Ukraine. It is firmly based on existing cooperation of the main stakeholders and builds up on the results of previous projects funded under FP7 dealing with Ukraine, in particular BILAT-UKR (2008-2012).

Project title: Enhancing the BILATeral S&T Partnership with UKRraine * Advanced INnovative Approach

Project Objectives

The major objectives of BILAT-UKR*AINA are to

• support the institutional dialogue on science, technology and innovation (STI) policy between the European Commission, the EU Member States/Associates Countries, and Ukraine,
• provide analytical input to the dialogue at the Joint Science and Technology Cooperation Committee (JSTCC) and
• ensure practical follow-up and sustainability;

Particularly, BILAT-UKR*AINA

• foresees in a flexible manner pilot activities to facilitate the implementation of the joint EU-Ukraine STI Roadmap;
• promotes Research, Technology Development and Innovation (RTDI) cooperation opportunities to support the creation of networks and the participation in joint projects;
• monitors and analyses innovation and research cooperation expressed in co-publications, scientific and educational networks and in terms of joint projects;
• analyses, promotes and monitors the participation of EU researchers in Ukrainian Science and Technology State Programmes;
• secures the outreach of the project to interested parties who are not consortium members and
• increases awareness about the assets of RTDI cooperation with Ukraine.

The consortium is supported by the key stakeholders from the target country: the responsible Ministry, the State Agency, the National Information Point and the National Academy of Sciences - who are either project partners or members of the advisory board. Most partners have already cooperated in the preceding BILAT-UKR project and present herewith an Advanced INnovative Approach within BILAT-UKR*AINA.

Work Packages

The work load of the project was devided into 6 work packags (WPs):

• WP 1: Policy Dialogue
  
  
  • support the coordination of policies between the European Commission and Ukraine by providing
    tailor-made support to the JSTCC related to its regular meetings (disseminating related roadmaps, providing
    targeted input);
  • facilitate exchange about uni- and bilateral RTDI-funding from national budgets from Ukraine, the EU
    Member States and associated countries;
  • support coordination between different EU policies of research, innovation, (economic) development,
    territorial cooperation, aid, etc. targeting Ukraine and FP7 (and later Horizon 2020);
  •  exchange and spread information and transfer of good practices of regional and multilateral programmes.
• WP 2: Monitoring and Analysis 
   
  • monitoring the EU-Ukrainian participation in FP7/Horizon 2020 and drawing lessons about specific
    programmes, sub-programmes and project types supported (incl. ERA-WIDE, ERA-NETs, IRSES, Marie Curie,
    activities focusing on young researchers) as well as other relevant programmes (e.g. COST, Eureka, Central
    Europe Programme, STCU);
  • assessing impacts and results using different quantitative as well as qualitative methods (surveys and
    interviews with project coordinators, focus groups, network analysis, co-publication analysis, etc.), presenting
    results and good practices to policy makers but also to the research institutions
  • analysing, promoting and monitoring the participation possibilities for European researchers in Ukrainian
    programmes and presenting results in the existing ACCESS4EU website.
• WP 3: Pilot Activities
  
  Providing flexible support to the implementation of the evolving JSTCC S&T roadmap by
  
  
  • setting up and regularly update a list of pilot activities – thematically focussed or addressing general
    instruments or mechanisms – for joint actions between stakeholders from Ukraine and EU countries,
  • implementing two high priority activities (or supporting their implementation by third parties, depending on
    expertise available in the consortium); three activities are proposed (which are considered good candidates
    at the time of conceiving the project) out of which two may be implemented by capitalising the consortium’s
    expertise and project resources.
• WP 4: Support to Participation in Joint Projects
  
  Enhancing the networks and increasing the potentials of Ukrainian partners to compete in European projects
  in order to facilitate the cooperation with the best Ukrainian researchers in FP7 and Horizon 2020 through
  training and job-shadowing activities for researchers and project experts, a summer school for young research
  managers, brokerage and thematic workshops as well as support to the newly established NCPs network in
  Ukraine facilitating an exchange of good practices.
• WP 5: Outreach, Raising Awareness and Quality
  
  
  • reaching-out to the broader RTDI community in Ukraine and EU to promote RTDI cooperation with the EU
    (FP7/Horizon 2020) by a variety of means including the project website and dedicated promotion material;
  • linking to and exchanging information with other relevant projects (INCO-NETs, other BILAT projects) and
    stakeholders (SASII, Presidium of NASU, related STI institutions);
  • developing project flyer and targeted promotion material;
  • setting up the project’s website;
  • quality assurance and proper involvement of the external review panel.
• WP 6: Project Management
  
  
  • organisation of a sound financial, administrative and contractual project management
  • project steering with the objective to implement the project in a smooth and consolidated way, involving the
    partnership, Advisory Board and external stakeholders whenever appropriate in an optimum way.
